Help with this section of the forum

I've read a few posts under the project request section and i'm a little confused as to how it works? Is this forum for people who want someone to design a project for them with the idea that the project requester pays the person who designs the project? I've read this post link and i dont know what people will assume as a person trying to get a 'charity' project if they offer to pay the programmer.

People who ask for a free program with no reward for the programmers is considered at least in my mind to be a charity project.

If they person requesting a project offers somesort of reward, it doesn't always need to be money, then more people would be intrested in projects.

Also, For those who do start out on VBF asking for a project, I don't dislike you, but I just see so many of you it gets, well annoying at times.
