First Network Program

Hi eveyrone!! Im wanting to develop a network program, some sort of a basic program i can use as my basis for my further project.

I want to create a network program. a server holds a database of usernames and password, on the network, on their first boot of computers, it will be locked, thats the program, their are to log in as a valid user before continuing, then the program will monitor their time usage. after maybe one hour the computer will be locked again.

i dont ask for codes of course, but giving me the basics that i should need will ne nice.

Thanks dee-u, but it will be better if you can give me what do i need to know, like i think winsock, etc. you see, im a web-developer wanna be and im working on it. currently employed as a web programmer, i dont have much time for VB, but im working on it. hehehe, funny isnt it.
