    I know how to access a telnet server for use in my application, but how could I start a telnet server? And could you give me other information such as cost, etc.

    There are RFC papers, available on several web sites, that describe networking/internet protocols in more detail than you'll ever want to know.

    IBM's AS/400 is a buyable telnet server, but I'm sure there's lots more.
