that is pretty cool, i got to say, the only thing is that, web pages dont look good with it. everything is black and the pages are bright white, so it looks bad.

How do you install it?
The zip file doesnt include a .Theme file.

StyleXP is Shareware not freeware.
Make a system restore point, install StyleXP use it to install the theme (basically StyleXP copies and modifies an existing one)
Copy the .theme file (C:\WINDOWS\Resources\Themes) and return to the system restore point.
You now have the entire theme!
