Need An Instant Messenger Writer

First off, some background. I am unfamiliar with VB. The only language I know is PHP. So, I don't even know if VB is the language I am looking for. Someone told me that VB would be the best language to write an Instant Messenger program in.

I guess what I'm looking for is someone to write a simple Instant Messenger program for my website. A separate .exe like Yahoo Messenger, except not as advanced of course. This program would read the friends list from a MySQL database table (already set up and established). It would do basic things like message people, add friends, delete friends, show offline and online users, and have smilies. Any graphics needed would be supplied.

Can someone give me an idea of what a simple program like that would cost me to have coded?

I'd also like to keep in contact with the writer for future updates to the program. I am not a rich man, so hopefully it'd be kind of affordable.

modify it to use your server and you don't have to wait until someone will help you...
