Calling all graphically able peeps

I have a simple request. I need a small gif file.

I have tried to make one myself and a combination of little skill and rubbish software on the PC I am useing means the result was poor.

I need a top right hand curvy corner where the inner area is transparent and the outer area is #0000FF with a two pixle border of #4D4D60

I've uploaded a zip with the gif that I made so you can see (should you really want to) the attempt that lead to this plea for assistance.

I did it 7x7 cos thats what the one you attached was, also your attached one didn't have any blue in it
