windows media encoder

I'm looking at some sample code from here:

All of the examples require a reference to "Windows Media Encoder" and the one I'm interested in also needs a reference to "Windows Media Encoder Device Control" I've looked in the directory where the first reference is and theres no DLL for the second one. I've downloaded pretty much everything for Windows Media 9 (over 300 MB of crap) and the reference still doesn't show up.
