www.apache.org is your web host is running apache, else install PWS/IIS off of your Windows CD and install activeperl from www.activestate.com

Also if you don't want to setup Perl and a server properly on your system you can just use an editor like HTML-Kit and in the options set the path for the perl exe (or PHP, or Java and a few others). That's what I do when I don't need full PHP support.
