Without using a program like fusion, is there any way to add a program to my project and allow to to be shelled or inputted? Or include the runtimes inside my exe?

Have you considered using a resource file?

what about the runtimes?
I reallly want to just distribute the program's exe w/o having to use the app setup wizard(god its so horrible) or give the runtimes

You'll have to give the runtimes anyway. (It's VB we're talking about) 
But for adding files into your EXE, use a resource file.

how though?
ok say i want to include test.exe. How would I do that with a .res file(sorry too lazy to use them in the past). Also I know vb and its damn runtimes
