Binaries fo C#

Dear all,
Where can I get the binaries for compiling and executing C#. There seems to be a lot of propoganda material out there on the net but no clear insight on how to start about with it. Is it vapourware or something else.

Is C# even released to the public yet, I mean heck even if you mangaged to get beta compilers and binariries, good luck on finding people who has support to use them, C# is supposed to follow the same concept as Java, if a machine has like a C# VM on it, then it can see C# applets.
