It is part of .net 8 - you shouldn't need to do anything other than install .net 8 to have this file.

It would help if you explained what you are doing and why you think you need this file though, are you trying to run software developed in .net 8 or write your own software?

Just create the correct type of project in the first place and there won't be an issue. Please provide a FULL and CLEAR explanation of the problem, including what you're trying to achieve, how you're trying to achieve it, what happened when you try and how that differs from your expectations. If you're creating a new project, just select the appropriate project template and you're good to go. If you're upgrading an existing project, the .NET Upgrade Assistant should handle what you need.
