Not sure of any other free tools then https://www.red-gate.com/products/do...ent/reflector/ would work but it isn't free.
You could decompile to C# (not C) and then use a C# to VB convertor to try and get your VB back. Although depending on how much you had lost it might be easier to just write it again...
Either way, this is a harsh lesson most amateur (and some professional!) developers learn - have backups / use a decent Source Code Control System.

I'm using telerik decompiler.
IMO it's better than jetbrains and it has a VB option

(although I'm betting complains that it doesn't make coffee or something coming up)

How did the source get broken? Has it been deleted? Lost? Have you just made changes you wish you hadn't made? Have you tried the tool sapator mentioned?
Unfortunately though, if the code is lost it is lost (unless you want to spend a lot of money on a data recovery service, and that might not work anyway).
My suggestion would be to start using a decent version control system to prevent this happening in future.
