Excel 2019 - Prevent Visual Basic from taking focus

When I used to work on a worksheet in Excel 2010 and had the Visual Basic window open behind it but with parts of that window still visible, if I passed my mouse over the visible part of the Visual Basic window nothing would happen. In Excel 2019 given the same situation, the Visual Basic window annoyingly takes focus. Is there some way to prevent that? BTW it does not seem to have anything to do with the Windows 10 Snap feature because I turned that off.
