    What version of Windows are you using?

    On my W10 system the caption bar is white, both with the focus and without the focus.

    The taskbar does not change color

    It's called the forms caption bar.
    It has to be something with the W10 color scheme you are using.

    The taskbar is the one at the bottom with icons, date/time and other stuff on it.
    The form title bar is the one at the top of your form.

    It is normal for the title bar to change color when a form is active/deactive. What color it will be depends on your theme settings,

    Windows 10 seems to behave a bit different than others in that not all forms get the same color pair. On this system I see that most forms get a blue title when active, some turn white when not active and some turn black. I assume that is related to dark mode and some programs not supporting it. Still other programs are always white.

    Only if you do some kind of skinning or create your own caption bar.

    There is probably some way to do it, but I don't know how.
    I base this on the fact that it isn't strictly Win10 that controls it, since I happen to have several windows open so I selected each in turn to see what happens.
    FireFox Browser, no change. The Title bar is a dark blue all the time.

    Outlook Window, no change. The Title bar is a medium blue all the time.

    Microsoft Edge, light gray when not active, a bit of a darker gray when active.

    Skype Conversation window, medium gray when not active, medium blue when active.

    VB6 running program form. The Title bar is the same color as the forms background at all times, I can't tell when it is active or not active, nor see where the form stops and the title bar begins and the color doesn't change whether the form is active or inactive.

    Win10 calculator. The whole window is the same light gray opaque color when not active. Changes to slightly translucent gray color when active, so background is mottle color depending on what is behind it. There is no discernible color difference between window color and title bar color so can't tell where the title bar, menu bar, or client window transitions are.
