The explanation makes sense now. The thought of someone being able to remotely see what websites you visit caught me by surprise. Wasn't sure that capability even existed, maybe the NSA but not VBForums.

Yes that ability exist, your internet provider has access to all the website addresses you visited. If you use a VPN, then the VPN provider has access. Same if you work in a company, the network manager has access to all site you visit with the company's computer. Of course, there are rules and law to prevent abuse of the knowledge. In fact it works exactly like for the phone.
For the official organization (police, justice, etc) to have access to it, they need a warrant to ask to the provider (difficult is the VPN provider is in an other country). .
For the non official, they have tools to track you IP address and the request associated to it, or they directly hack the provider.
