Windows 8.1 Question
1) Where is the Run dialog box like I see on XP
2) Is the Registry the same for 8.1 as it is for XP

I don't have 8.1 installed anywhere any more to confirm but, from memory:
1) Press Windows+R on your keyboard (that's the Windows key and the R key at the same time) or right-click the Start button and select Run from the context menu.
2) Yes it is, as it is in Windows 10 to this day.

the registry actually got its start in windows 3.1 It's possible in later versions of windows to put a policy in place to stop a user from editing the registry, if you're having problems accessing it. Additionally windows nt-based versions of windows can do on-the-fly redirects to allowed sections of the registry if an app does not have sufficient privelages, but for the most part that was designed for 16-bit apps. Make sure you have permission to the registry keys you are trying to read.
