    Uh, isn't CDec for the Decimal data type? CDbl is for the Double data type.

    Unless the file is very large I would suggest you simply loaded it into a String or Byte array and then parse that. Reading characters one by one from a file is much slower than just reading the file...

    You would need to extract the bits for each date component using the And bitwise operator with a bitmask. Then you divide the result by a power of two to right-shift the resulting bits.
