    Since you didn't mention it, I'm going to guess the file name is something like desktop.ini or Thumbs.db

    Those little puppies show up when YOU UNcheck the HIDE protected OS files

    The request for specific date/time was to help them look for "events" in the various server logs etc.

    I'm guessing that they assigned more resources to the VM's that the sites are on.
