An easier way to tell if colors are perceptually 'near' one another is by using a more perceptual macro, HSL(hue, saturation, luminance).
You can look around for some RGB<->HSL conversion...

They resell currently for ~60 USD. Pretty good(with AGP gart, very good) aslong as you don't run any hardcore DX9 games.

I'd suggest multithreading this and setting the priority of the new thread to below normal, or perhaps lowest.
That, or throttling the search(set up a queue system... have a timer process a batch...
