You have to be 16 to register for a Provisional, which will arrive pre-dated so that it's valid from your 17th birthday.
You must be 17 to drive on public roads. If you only have a provisional you must display L plates and be supervised by someone over 21 who's held a full licence for the past 3 years.
I agree katie.... america's system of determining whether you are an adult is seriously ****ed up....
I can smoke, go to war, drive, buy pornography, all legally when I am 18, but I have to be 21 to drink a beer(legally!)
that is one of the most screwed up things I have come across yet.... the #1 most screwed up thing is wonder woman ;)
Over here kids can get their license at 16 years old. They can drive anywhere alone between the hours of 5:00am and 10pm. After 6 months they can carry other people in the car and at 18 there are no restrictions at all.

well, of course...... my brother failed his learners test like 6 times..... hehehehe...
by the time he finally passes the learners he'll be old enough for the real thing.
I'm taking my theory test in a few weeks, and the practical about a month or so later :)
Then hopefully I'll pass...and be able to drive on my own! (In my mum's car, naturally...my dad's is a company car so I can't be on the insurance)
In California you take a written test to get your learners permit...a behind the wheel test to get your license.
