SAN FRANCISCO (Reuters) - The California Public Utilities Commission approved on Tuesday a 40 percent increase in electricity rates to cover the soaring cost of energy and pump more cash into the state's near-bankrupt utilities.
The five-member commission unanimously voted to add 4 cents per kilowatt hour to the monthly bills paid by the 24 million Californians served by PG&E Corp.'s Pacific Gas & Electric Co. and Edison International's Southern California Edison utility subsidiary.
The higher rates are based on an average 30 percent increase on top of a ``temporary'' 10 percent rise in place since January, which the commission today voted to make permanent.
The increase takes immediate effect, but the CPUC said it must still work out the details of a ``tiered rate design'' aimed at rewarding customers who conserve energy while putting the bulk of the rate increase on the shoulders of those who do not.
Higher rates will raise an estimated $2.5 billion a year for PG&E and $2.3 billion for SoCal Edison, the commission said.

First the base made us sit in the dark and freeze our asses off all winter now they raise the rates some more. It gets to 115 degrees here in the summer...What's next? ....no lights and no airconditioning! I'm going on strike!
