I couldn't rep his OP or his second post but I was able to rep a later post of his(post #6) in the thread.

When I clicked on the star it behaved as I expected, the little dialog where you put your comment popped up but after typing in the comment, it showed that strange message. In other schemes where you are prevented from rating, such as reaching your rep limit for the day, the message comes when you click the star. This is why I think its a bug.
