Prove it! Logically, if dogs have an instinctual predatory nature against cats, then by this time, being the larger and more ferocious creature, wouldn't it be that no cat would exist in this day and age???
A lot of animals hunt smaller animals, but that doesn't make them extinct.

Why should the dog owner spend his time and energy chasing away a cat that belongs to someone else? The cat was also damaging his property and it sounds like the cat was taunting the dog, but that's really subjective. In any case, I suspect, although it wasn't said, that the dog probably let the cat know he didn't want him around. I don't think the dog said "Here kitty, kitty." and lured the cat over.
