It's just an additional way to record a factions might based on their core values. It was just a thought.
Each faction has their own strengths and weaknesses which can be altered using special projects. It was a way of measuring a factions might based on the modifiers they have...

1) A might screen, where you can see the might of all the factions broken down (or at least - as much as you know of it)
2) A faction overview screen where you can see what you know of the other factions.
A breakdown of your/their units/techs/buildings etc
Which brings me to the question of how you're going to know when a faction has researched a particular technology.
Deducing it from what components you can see in their mechs is ludicrous as it would absolutely devour processing power. Unless I had a flag for each mech marking it as 'read'.
