Since it is the one big map thing, I was imagining like a messanger on a horse type thing to bring you your orders. For instance, the guy rides in, the game pauses, and the new orders are given to you, and the scenario starts.
Also, Jorj, before you get too awfully far into the map thing, it needs to be squared out, and perhaps another island added in the big open area left. The reason is that the heightmap for the world MUST be square.

The square requirement? The algorithm wont work unless the map is 2^n+1x2^n+1 units in size.

After some scalpel work, I closed a great portion of the gap between the two continents. I also removed the eastern ocean. However, that wasn't square enough, so...
I continued the western continent to go south of the eastern continent. Somehow, this looked awfully empty, so I put in a new faction. The unnamed faction is an ecomonic powerhouse, but not in trade (like Kazad). It has a more industrious populace.
Sorry, but the new version of ToWMap won't be up for a while. (I now have 60 more names to do)
Post the world map image. Ill use it create a new height map for the map test that will be posted sometime in the next two or three days.

Lakye's goal is to peacefully grow it's economy by allying with other factions and sharing it's resources correctly. (unlike Kazad that is greedy)

Just trying to say how much it SUCKS!! to be without internet.
I've got story information for Death Rain!
Here it is:
The country was ruled by an efficient and oppressive emperor. Suddenly there was a massive revolt by two groups who were temporarity united to overthrow the Loyalists (those who supported the emperor).
Those two groups are the Revolutionaries, who believe in trade and foreign involvemet, and the Militarists, who believe in an efficient military machine.
Several regional governments have taken advantage of the disarray and declared independence.
The Industrious nation (blue, at bottom of map) has sent over a fleet of ships to try and claim the long-coveted seaports of the former empire.
Also, Bounty (Kazad) has a colony adjoining the former Death Rain empire and can pursue its own interests in the region, whatever they may be.
Finally, bandit clans are prospering in the confusion and are trying to grab whatever profit they can.
Goals
(the numbers are arbitrary, play can go on for as long as the player(s) wish(es))
(alternately, instead of town centres, we could do population)
Loyalists: The emperor is dead and rebels are carving up the great empire. Protect the emperor's son from harm and, eventually, restore him to the throne by controlling at least (amount) of territory in five years.
Revolutionaries: The revolution has begun, but your partners are acting quite suspiciously. They seem to believe in destroying everything that doesn't agree with them! To secure the Revolutionary place in the country, hold twenty town centres in five years.
Militarists: The last emperor learned that improper government can have bad results. Strength is the proper government. To enable your strength, hold twenty town centres in five years.
Central Province: Surrounded by hostile forces on each side, you must fight to survive. Hold at least the same amount of territory that you hold now in five years.
Northwest Province: Your land is under very loose control, and rife with bandits and supporters of other factions. Bring order to your land and hold at least the same amount of territory that you hold now in five years.
Northeast Province: Just through your domain is a land rich in resources, but poor in strength (ideal for escaping to and striking back from). They have offered you permanent exclusive trading rights if you can protect them from destruction. You both must remain alive for five years.
Industrious (they have another name, I just forgot): With your fleet of ships, capture ten town centres on the coast in five years.
Kazad: Open-ended.
Bandits: Non-playable.

Is this the whole story? Or, I mean what the whole story is based upon? And all the different provinces are the different civs, right?
As Jorj said, it's Death Rain's story, that's a CIV. So no, it isn't the whole story.
Oh...
But when you play the game, are you able to conbtrol everyone? Because it's always a good idea to have one crew in which you follow throughout the whole CIV.
Perhaps this should be a scenario. Who knows? But, ideally, you could only be one, like the Loyalists or the Militarists.
NO! It could be something we release before the campaign specifics are done, but after the game itself is. We could say... oh, yes. This is what happens to the Death Rain people after the events of Times of War.
