IfanView doesn't do animation it is only a image viewer that can resize and other stuff. you need what Parksie suggested. it comes with animation shop so you can do gif animation. Also Gif Construction Set is good for animation.

oops, helped if i read your post right. IfanView can undo a gif animation and save the picturs so you can rezize them, then you would need the animation shop or what ever to put it back again.
