Absolutely right, if you let it go it will just keep on happening.
Actually your Team Leader being off has allowed you to give this guy a chance which is positive.
If they do indeed carry on as before the very fact that you have tried informal ways of correcting the problem first means that he can have few complaints if he doesn't listen !!
Also if you do eventually have to go to a Team Leader then you can say, "I have done all i can to correct X Persons coding issues, i have sat with them an explained proper process but they refuse to listen"
It generally puts you in a stronger position i would say.

There are simple tests you can give the applicant to find out whether he/she is suitable for the job! As abhijit suggested a simple test like writing code for a web page or whatever could take care of the sloppy applicants.
