He wants to be able to prove to any user that his EXE does not have any Virus... that they can trust on his EXE file.

Well, MS doesn't give their source, and so many people find problems with it but have no way to fix them. In fact, there are bugs in the 9x series all the way up to ME that haven't been fixed, dating from the days of DOS 4 or 5. Those bugs could cripple a system, even remotely (yes, I know how to trigger them and it ain't difficult).
Luckily MS is abandoning the old Windows rather than fixing all the holes.

This sounds like the perfect service. If you pay me X dollars, I'd inspect your code, read your documentation, run your exe, do some testing on it, and give you a blurb reccomendation, if I survived. And any questions a user would have, they could e-mail me and ask.
The larger the $X, the better the blurb!

I have seen those services (Charge about $3 per hour) [and come on, dont take an hour to check out an exe] to check it over,
then add it to a DB on their site, with all the details, File Size: Version: and that sort of crap, so the user can "Verify It".
