Only he could think of this quick scheme to make himself look mafia, have the mafia target him and then get saved all in one fell swoop. Thus using one single incident to guarantee smooth sailing into the final few. Which leads me to beleive OB isn't the boss. She isn't even mafia. She's the doctor.
No one would have thought to save mendhak (not even himself) unless the whole thing was coordinated from the beginning.

Seven, it wouldn't do any good to vote for Mendhak, he is the doctor. If Oceanbelle was the doctor, she probably wouldn't want to tie up the votes so closely - which she campaigned hard to do.
She didn't want to draw attention to herself by casting the swinging vote because she's the doctor.
