Well I started game programming with David Brebner's Tutorials from www.ur.co.nz
but the page hasn't been updated for a while, but still you can learn many of the important basics there like:

general game design
BitBlt
TileGame

and some more advanced stuff that wont interest you to much right now

another good page would be www.vbexplorer.com, but I prefer the UR page. It comes straight to the point.
