well implicate anything in general, i mean an expression doesn't say anything to you unless it's applied in a context
Reminds me of a joke about a consultant and an executive who was interviewing secretaries. The executive said: “You have advised me about everything else, why don’t you interview the three applicants?”
To each applicant, the consultant asked one question: “How much is 2 + 2?” The executive was confused and asked what was the point of the question.
The consultant replied that others had surely checked references, abilities, et cetera. Else the three women would not have been granted personal interviews with the CEO himself. It was already known that all three were well qualified for the job. He explained as follows.
The first girl had immediately replied 4. That indicated that she was confident and quick. It also indicated that she had little imagination and therefore little initiative. She never considered anything but the obvious answer.
The second girl had started to answer 4, then muttered that the question was so easy that there had to be a catch, so she answered 22. That indicated that she had imagination and would think before answering questions or taking orders. She could be relied on to use some initiative, which would be good, but which might result in her doing things you did not want done.
The third girl waffled between the two possible answers, obviously looking for a clue to which was expected. This indicated that she would always be eager to please her boss, trying to determine what he really wanted rather than jumping to hasty conclusions on her own.
The executive said he was amazed at how much was learned from that simple question. “Which one would you hire?” he asked.
The reply was “The one with the big breasts.”
