Whish is the best development platofrm for writing app running under RedHat 7.1?

The Linux people around here seem to favour KDE, no idea why since I haven't used Linux much. From what little i've used of GNOME and KDE though, KDE seems better.

but i can't get any book about the KDE and ost i can get is mention the GNU/GNOME :( any good recomendation book on KDE?
