[RESOLVED] Excel Conditional Formatting Problem

I have this rule

and I expected only cell X8 to be blue but this is the result. What am I doing wrong?

Thanks. I don't know what I'm doing wrong but after I enter $X$2 for the cell value Excel puts single quotes around it.
