Once upon a time you could find ILLEGAL copies of Windows XP LITE.
Do you mind of I ask why you are wanting a small Operating System?

@Steve R Jones so I want a small version just to run exes and create a windows 10 Live without being PE because it is annoying to edit wim files

yes but there is not exactly what i need, there uses the windows feature inside a wim file when i need all the files on the pendrive to be out as in winPE so that i can manipulate the boot and start with other programs i wrote if i have inside a wim it is bad to modify every time
Then maybe what you want is not the same as what is available.
Then you have to find another method to reach your goal
yes i think i found a method i noticed the following:
when windows is in a virtual machine installed, your virtual disk vhd, vdi, etc. when opened it has the same structure so i thought about copying the windows folder of boot.wim and putting the startup file to boot directly as if it were in hd, but I don't know which windows 10 boot file.
