VB.Net Report with vertical bullet chart

Hi All

As a relative beginner I am trying to create a chart in VB.net with report designer which resembles the following chart I have created in Excel :

The black is the actual value and red,yellow and green are measures. In Excel I used a clustered column on two Y-axis with overlapping. Can this be done with report designer in VB.Net in Visual stusio?

Can someone please direct me to a tutorial. I have looked at the following http://sqljason.com/2013/08/designin...rs-part-1.html.

Seems like that would be more appropriate in a table. I need a chart which I would like to add filters to.
