Program powers of members in a Library

Hello friends
I want to work on program in visual basic 6 for the powers of members in a library such as the validity of reading or borrowing or even entring the library.
I just want to make it as simple as possible.
The image"True" means you are authorized to do what is required and vice versa! ...
When you click on the image"true" it will become image"false" and vice versa!
When you click the Save button, the database is saved under the "Allowed or Not Allowed"
Can you help me with this program?

What is your explicit question? I don't think that you have requested that somebody makes the whole application for you?
