A dynamic (;)) IP is one that is assigned to your computer every time you connect to the net. You get a different one each time, which is why it's called dynamic
The alternative is a static IP with you get if you have a leased line or some other permanent connection. This never changes hence the static part

I'm not a big huge fan of the Fraizer show, but I can't think of a better voice than Kelsey Grammer for that part.
I haven't ever looked for the scripts.
