Besides purchasing and installing SQL is there any way to get space on a free/low priced SQL server accessable to the web?

Unfortunately I very much doubt it. :(
You can get MS Access working as your server, which is not very expensive. But you still have to pay for your own domain name (i.e. if you want to have it like: www.darian.com or something like that) if you want to have it as your own server.

The Enterprise editions of Developer Studio come with SQL Server 6.5, for not much more.
Microsoft Data Environment (MSDE) is *FREE* and is a true RDBMS, as opposed to MS Access, and has similar features to SQL server, and no Client access licenses to buy! it's downloadable/orderable from MS site. It also comes on the Office 2000 CDs
