desktop circular dock system for my applications

is there any way to make a dock like program(like my taskbar) that always runs on startup and is attached to a cetain spot on my desktop and locked there all the time and i can drag and drop my appications there and it will stay there and when i click it it opens regularly i know this is like my fithtieth question in like a week but i like using vb and i get errors all the time and like experimenting with new stuff and i am loaded with questions i pretty much never run out of questions to ask...:)

Yes, such an app could be written in VB. There are already quite a few freeware apps that do this sort of thing, but it would be an interesting project nevertheless. Experimenting is good.
