Programmatically add a folder to start menu

Hi All,
I would like to programmatically add a folder to the start menu. So that the next time a new program is released and when the set up is run then the new program goes under this folder.

For Example: Adobe>Photoshop5.5
>Adobe Readme
>Uninstall

Please do reply. It is urgent.

P.S Do I have to creat a setup program or something. But I find the original exe is only 132kb .When I create a setup program then the file size increases drastically. I don't want it to increase.
