It's a character from a children's TV show ages ago, called "Trapdoor"

That was the best programme. Admittidly that was when I were like 5, so maybe it's appeal has since been lost. But it's not shown anymore, so who knows.
With the big bad "I said NO". Or was that only Stoppit & Tidyup? I had a feeling they were linked.

Trapdoor was related very loosely to Stoppit and Tidyup.. They were created by the same person and animated in the same studio... thats the only connection...
