If you think that JavaScript or Perl had Y2K issues, then you were using the function incorrectly.
I have read two articles now that cites problems. It bugs me much.

I totally agree :) Never had any problems with Perl ;)
And for Y2K compliance...RISC OS 4 has only ONE non-compliant function, and it's been deprecated/replaced :)
