I am about to purchase a windows virtual private server (VPS) for my data intensive web applications. My question, is it possible to install .NET Framework 4.0 on any VPS? That would a GoDaddy server.

I don't really see how that's a question for a VB.NET development forum. That's a question you should be asking whomever you're purchasing from. If it's a Windows server then technically yes, and presumably you are licensed by the provider to install pretty much whatever you want.

Have you looked at the Amazon EC2 cloud servers as they now provide windows instances as well as linux?

This is possible on a Go Daddy virtual dedicated server.
