Yes, a VB.Net Long is the same as System.Int64 regardless of the platform you compile your code too.
The documentation tells you it is a contant value. If there was any diffference, it would also tell you. It would be crazy to be a different value depending on your architecture!
If you want a data type that changes from 32 bit to 64 bit depending on the platform then you use IntPtr.
