How do you create an IE Toolbar Band

Hail to All,

I am wanting to create my own toolbar/band for IE. Anyone know how this is done? I've searched all over and can only find a few small C++ or C# references but nothing in VB 2005.

It would be great if someone had an example on how to create this.
