[RESOLVED] CHM Files

I downloaded a CHM file from the M$ website. It is titled "dv_dslconrd.chm" and is available on this link.

When I opened the file, I am not able to see any of the help content.
I get an error message that says "Navigation to the webpage was canceled"

Does anyone know why this happens?

I downloaded it again, but no luck. Is there some way of fixing this?

Update: There is a support kb from microsoft, which helps to open CHM files on a network.
