Icon for a form

The icon editor that I use is Icon Edit Pro 6.0. I believe you can download it at www.tucows.com or www.zdnet.com

I want to make an icon for a form. I want to know if there is any free software to make it or a software to transform bmp/gif to ico. Another possibility is a web direction with free icons.
I have tried to put an ico file in the icon property of the forms and sometimes it gives an error. What kind of ico file is necessary??


Any advice will be greatly apreciatted.
