Problems relating in installation on other system

I am a new user of VB 6. I have packaged a program using package and deployment wizard of VB6 enterprse edition. When I am trying to install it on a system, which is not having VB, it is giving the following error.

c:\windows\temp\msftqws.pdw\$dllselfregisterEx)'could not be registered because it was not found.

I am using Windows 98 both at the devloping and at installation end. Could some body suggest an easy way out.

Just a hint..

Install the Internet Explorer 5.

It worked in a similar problem.
