I wanted to submit a Tutorial, and I read the rule that it had to be a .ZIP format. Well I have WinRAR Installed, and I don't know how to make one, the old option "Create a Zipped Folder" is replaced with, "Create a WinRAR ZIP Archive" I don't really know what to do, sorry. I think they are the same but I don't know. Could anybody please help? Thanks. (I was requested to post this here from brad jones, please don't tell me this is the wrong spot!;))
This is the correct location to ost your question :)
What OS are you running? There should also be a "Send to > Compressed (zipped) Folder" right click context menu option depending upon your OS version.

If so note that that is a guideline and therefor not a hard and fast rule. The reason for suggesting ZIP file format is that it's the most popular but go ahead and submit an rar file if you like.

Personally, I ignore RAR files since can't open them. This'd be the same for a lot of users who don't have a third party archiver installed. I don't know about Vista, but XP handles zip files just fine.
Additionally, if it's big file necessitating a better compression and a smaller resulting file, I would think you'd have to question the contents as being suitable for a tutorial.
Having said all that, doesn't winRAR create ZIP files; the right click menu creating a ZIP file rather than a RAR file?
Windows Vista uses compressed folders by default. I assume you have winRar installed and are simply seeing that option first.
With Vista you can make a zip file by right clicking on the file(s)/folder(s) and selecting "Send to" and then "Compressed (zipped) Folder".
