Setup creation

I am always having a problem in creating setup. The setup created by deployment wizard not always runs on every machine and when I have reports created in crystal reports, reports not opens so I have to install complete crystal report sofware on that machine.

So I request you to guide me how to create a good setup. Is there any othere software for creating a complete setup package and how to solve the problem with crystal reports.
